The Portland Bureau of Transportation is seeking a Fleet Program Coordinator to join their Maintenance Operations (MO) Team. Fleet Coordination for the Bureau is managed within the Maintenance Operations team; however, vehicle management and acquisition occurs bureau wide. Our Fleet includes heavy duty equipment, light duty trucks, sedans, and many specialized equipment items (snowplows, trailers, etc.) With over 1,000 vehicles and equipment in multiple classes of vehicles that are mission critical to the services we provide, the Fleet Program Coordinator plays a vital role with keeping the operation moving. Additionally, the Bureau has made a commitment to climate reduction. Analyzing our overall Fleet use, vehicle types, and opportunities to move away from fossil-fuel dependent vehicles will be goals of the program.

What you’ll get to do:


  • Lead
    the vehicle and equipment fleet by developing and improving capability, reliability, and sustainability.
  • Oversee the management, procurement, planning, and scheduling.
  • Generate a multi-year strategic plan and key performance indicators for the fleet program.
  • Develop standardization, best practices, and continuity to drive continuous improvement programs, cost improvement opportunities, and foster positive working relationships with stakeholders and leadership.
  • Analyze fleet utilization data and lifecycle costs (acquisition, maintenance, fuel, etc.) to right size the fleet, decrease replacement and operational costs, and reduce downtime.
  • Evaluate and lead efforts to move away from fossil fuel dependent vehicles and equipment, including championing alternative equipment.
  • Recommend and implement updates to established guidelines and standards to improve efficiency.
  • Lead all teams to a fleet pool model to maximize vehicle utilization rates.
  • Manage and maintain databases and tracking software to resolve issues.
  • Prepare purchasing agreements and interagency agreements.
  • Participate in City work groups, and collaborative teams to develop and implement policy.

  • Graduate Degree, related.
  • Certified Automotive Fleet Manager (CAFM) Certification
  • Incident Command System (ICS) 100, 200 & 700 by Federal Emergency Management Agency (FEMA)
  • ICS 300 & 400 Advanced Command Training

To Qualify

Applicants must meet each of the following minimum qualifications. Describe in their responses to the supplemental questions and résumé how their education, training and/or experience, meets each of the following minimum qualifications:


  • Experience
    in leadership and able to delegate, inspire and communicate.
  • Knowledge of principles, theories, methods and techniques of fleet management and non-fossil fuel vehicles and equipment.
  • Ability to analyze complex or technical issues and problems, evaluate alternatives, and recommend policies, strategies, and effective courses of action to meet program and service delivery goals.
  • Experience maintaining program data and evaluating program effectiveness.
  • Ability to establish and maintain effective working relationships with managers and staff, internal and external to the Bureau, and others encountered within the course of work.
